Next Leadership Development

Before entering government service, Dr. Atyia Martin built a diverse foundation in technology, business, and community engagement. Her early career included roles such as Network Administrator for Beacon Corcoran Jennison, Promotions Coordinator for WILD 1090 AM, and Inner City 100 Coordinator for the Initiative for a Competitive Inner City. She also served as a Sales & Marketing Coordinator at Southern Progressive Corporation, developing systems to support large teams and community-focused initiatives.

Dr. Martin’s federal experience is distinguished by her military service as a Senior Airman and Intelligence/Language Analyst in the United States Air Force assigned to the National Security Agency. She developed and honed her analytical, leadership, and language skills. She translated and analyzed communications, authored intelligence reports, and trained personnel, earning multiple commendations for her service.

Dr. Martin’s federal service also includes her role as an Intelligence Assistant at the FBI Boston office, where she provided strategic and tactical analytical support for intelligence operations. She was part of the inaugural cohort of emergency management experts with the Federal Emergency Management Agency (FEMA) as a Vanguard Crisis Leadership Fellow. She contributed to leadership development and advocated for racial, social, and environmental justice within the field.

She has contributed to national policy and research through her role as a Nonresident Senior Fellow at the Brookings Institution, and as a section author for FEMA’s “Building Alliances for Equitable Resilience” report.

Dr. Martin’s impact on local government is most notably seen in her tenure as Boston’s first Chief Resilience Officer under Mayor Martin J. Walsh. She established the Mayor’s Office of Resilience & Racial Equity and led the development of “Resilient Boston: An Equitable and Connected City,” the world’s first citywide resilience strategy centered on racial and social justice. Dr. Martin engaged over 12,000 stakeholders, created the Boston Resilience Collaborative, and hosted more than 200 workshops and events, earning international recognition for her work.

Her local government experience also includes leadership roles at the Boston Public Health Commission, where she directed public health preparedness and emergency management, including the response to the Boston Marathon Bombings. She previously served as Acting Director of the Boston Regional Intelligence Center and as a Regional Planner for the Mayor’s Office of Emergency Management.

As Founder and CEO of All Aces, Inc., Dr. Martin leads a team dedicated to advancing racial justice and organizational resilience. All Aces provides research-based approaches and practical action for clients across sectors. They offer pathways to develop and align resilient strategies, processes, and practices that center people - internally and externally.

Dr. Martin has developed and deployed learning management systems, such as IntentionallyAct.com, and custom AI tools to support practical professional development and sustainable organizational change.

All Aces, Inc. is recognized for helping businesses, nonprofits, and government agencies improve communication, relationships, and employee engagement while embedding organizational justice and resilience.

Dr. Martin is the Founder and Executive Director of Next Leadership Development, a nonprofit organization with a mission to accelerate change and strengthen resilience in Black communities. Through leadership building, partnership development, and community empowerment, Next Leadership Development has pioneered initiatives such as the first publicly available map of Black Towns & Settlements in the U.S., a FEMA-approved Community Emergency Response Team (CERT) focused on Black residents, and the Black Resilience Network—a national coalition supporting Black-led organizations in climate resilience.

Dr. Martin built Resilient.Community, a national online community and infomation hub to support Black leadership in the workplace, during disasters, and in communities.
